TAS continued advocating for taxpayers to receive a fair, fully informed, and independent review during the IRS Appeals process. TAS met with the IRS Independent Office of Appeals to emphasize the importance of transparency, open dialogue, and meaningful taxpayer engagement. A key focus of these discussions was improving taxpayer access to Technical Guidance Coordinators and other subject-matter experts whose input may influence Appeals’ hazards-of-litigation analysis and case outcomes.
Appeals leadership confirmed that taxpayers and their representatives may request the participation of technical specialists during Appeals conferences and that such requests will be accommodated when appropriate. This confirmation represents an important step toward promoting greater transparency, facilitating direct communication between taxpayers and technical specialists, and supporting a more informed and independent administrative appeals process.
TAS will continue engaging with Appeals leadership to advocate for consistent implementation of this process.
