Taxpayer Advocacy Panel (TAP)

Have a suggestion for improving the IRS and don't know who to contact? The Taxpayer Advocacy Panel (TAP) is a group of 101 citizen volunteers who listen to taxpayers, identify taxpayers’ issues, and make suggestions for improving IRS service and customer satisfaction. The panel is demographically and geographically diverse, with at least one member from each state, the District of Columbia, and Puerto Rico.

TAP, a Federal Advisory Committee to the Internal Revenue Service (IRS), serves a dual role to help identify tax issues of importance to taxpayers and provide a taxpayer perspective to the IRS on critical tax administration programs. It serves as a focus group that makes recommendations to the IRS and the National Taxpayer Advocate. Each member serves on two committees, one geographically based Area Committee that identifies taxpayer concerns and submits recommendations for improvement to the IRS and a Project Committee that works on key issues identified by the IRS that will benefit from taxpayer input.
